To help clarify this distinction, the program does not fund work that falls into the following categories:

• Direct service alone
• Initiatives that address symptoms without shifting underlying conditions
• Initiatives focused solely on raising awareness without a broader systems‑change strategy
• Innovations that remain isolated from broader uptake or influence beyond the applicant organization
• Operational or general operating expenses, unless the organization’s core purpose or mandate is systems‑change work

To help clarify this distinction, to be eligible for TSG funding, your organization must demonstrate how the people and communities most affected by the issue play a meaningful role in shaping the work—helping define the problem, set priorities, and make decisions. Community‑led leadership is a core requirement for this granting stream.

This grant does not fund programs or service delivery that is not trying to shift boarder systemic conditions.
